En primer término, el presente documento realiza una caracterización general de la región noreste (Tacuarembó-Rivera), a través de distintos aspectos y dimensiones de análisis, relativos a la población, sus ingresos, los servicios disponibles y la caracterización de la economía. El objetivo es dar un contexto al análisis posterior de la
cadena forestal maderera y las oportunidades y restricciones para su desarrollo, en el marco de la iniciativa de conglomerado forestal maderero. Esto resulta de interés en el entendido de que el entorno es parte importante de las condiciones que favorecen o inhiben ese desarrollo sectorial, al mismo tiempo que también adquiere importancia el análisis de la cadena forestal maderera no solo como proyecto aislado sino como posible factor dinamizador del desarrollo en toda la región.
En segundo lugar, se describe el estado de situación de la cadena de valor forestal–maderero, se presenta un esquema de cómo funciona de la cadena y un análisis de las oportunidades y restricciones al desarrollo que enfrenta. Como conclusión del análisis de la cadena, se presenta una síntesis considerando características y desafíos que se presentan, diferenciando en función del tamaño de las empresas las problemáticas que deben enfrentar y las demandas que realizan.
En tercer término, este informe presenta los resultados obtenidos de la investigación dirigida a analizar la situación actual del conglomerado (CFM), identificando los aspectos críticos para su desarrollo y las estrategias posibles para potenciarse en el futuro y contribuir al desarrollo no sólo de la cadena sino del propio territorio donde se localiza, la región Tacuarembó-Rivera. Este análisis parte de la realización de un conjunto de entrevistas a actores de la cadena y líderes de opinión, para culminar con talleres de trabajo, de los cuales se extrajeron las propuestas de líneas estratégicas e ideas de proyecto de corto y mediano plazo para el desarrollo del conglomerado, presentadas en este informe.
Por último, se proponen algunas líneas estratégicas de mediano y largo plazo para el CFM y se incluyen algunos perfiles de proyecto, elaborados por los consultores,
correspondientes a acciones a implementar en el corto plazo. Abstract
With the ever-increasing global demand for high quality rice in both local production regions and with Western consumers, we have a strong desire to understand better the importance of the different traits that make up the quality of the rice grain and obtain a full picture of rice quality demographics. Rice is by no means a ?one size fits all? crop. Regional preferences are not only striking, they drive the market and hence are of major economic importance in any rice breeding / improvement
strategy. In this analysis, we have engaged local experts across the world to perform a full assessment of all the major rice quality trait characteristics and importantly, to determine how these are combined in the most preferred varieties for each of their regions. Physical as well as biochemical characteristics have been monitored and this has resulted in the identification of no less than 18 quality trait combinations. This complexity immediately reveals the extent of the specificity
of consumer preference. Nevertheless, further assessment of these combinations at the variety level reveals that several groups still comprise varieties which consumers can readily identify as being different. This emphasises the shortcomings in the current tools we have available to assess rice quality and raises the issue of how we might correct for this in the future.
Only with additional tools and research will we be able to define directed strategies for rice breeding which are able to combine important agronomic features with the demands of local consumers for specific quality attributes and hence, design new, improved crop varieties which will be awarded success in the global market.
